I heard that neighbors will throw the shoes on the wire by a house that is dealing drugs. This alerts the police and also other neighbors, or anyone else that might be driving by. By doing this, they remain anonymous, and hopefully the police will make an arrest. Makes sense to me!

well i was told that it means that there is a place where drugs are sold around the corner where the shoes is hanging . hope i helped. =]
